GHVP Adopted Atlanta Housing Payment Standards within City of Atlanta
In an effort to increase access to permanent supportive housing in an area of high need, the Georgia Housing Voucher Program has adopted the local payment standards set by Atlanta Housing, the City of Atlanta's Public Housing Authority, for properties within the City of Atlanta.
New Process to Find GHVP Payment Standards for City of Atlanta
We have developed a new GHVP-5 Form to help providers utilize these new standards in a familiar fashion. The form works in the same way but instead of entering a County and ZIP code, it utilizes unique Zone Codes set by Atlanta Housing to reflect housing submarkets across the city. In order to identify the Zone Code, providers will have to utilize the same steps they would if assisting an individual with accessing an Atlanta Housing voucher.
We have attached the Excel tool you will need to use to identify the Zone Code as well as the GHVP-5 form for use with properties within the City of Atlanta.
Step-by-Step Instructions
Below are step-by-step instructions on how to identify the payment standard in under 5 minutes.
- Open Atlanta Housing Excel Look Up Tool (see bottom of article to download)
- Go to Census tract lookup site online: https://geocoding.geo.census.gov/geocoder/geographies/address?form
- Enter the address of the residence under review into the fields and hit "Find".
- Scroll all the way to the bottom of the page. Under the "Census Tracts" header, look for "NAME". This will identify the Census Tract ID you will need to enter into the Lookup Excel Tool
- Enter the Census Tract ID into the Excel Look Up tool. This will generate the Zone Code.
- Open the GHVP-5 for City of Atlanta. (see bottom of article to download)
- Enter the Zone Code where the County/ZIP used to go. Enter other required information about the residence (e.g. Number of bedrooms, New v. Renewal) and it will generate the payment standard. Proceed as usual with the GHVP-5.
- That's it!
Heads Up and Questions:
- There are addresses that have the City of Atlanta identified in the address because that is the closest city but it may not in fact be within the City limits. Areas not covered by these new payment standards will not show up when trying to find the Zone code. You will need to use the standard GVHP-5 form in those cases.
- The Census Tract ID isn't showing up on the Lookup Tool?
- Ensure you're using the Census Tract ID Name at the bottom of the page, not the Census Block information.
- The address may not be within the City of Atlanta.
